AMATEUR RADIO EMERGENCY SERVICES

The Amateur Radio Emergency Service (ARES) consists of licensed amateurs who have voluntarily registered their qualifications and equipment for communications duty in the public service when disaster strikes. In the New York City-Long Island Section there are more than 400 registered and trained ARES members dedicated to serving their communities.

There are four levels of ARES organization--national, section, district and local.

National emergency coordination at ARRL Headquarters is under the supervision of the ARRL Field Services Manager, who is responsible for advising all ARES officials regarding their problems, maintaining contact with federal government and other national officials concerned with amateur emergency communications potential, and in general with carrying out the League's policies regarding emergency communications.

At the section level, the Section Emergency Coordinator is appointed by the Section Manager (who is elected by the ARRL members in his or her section) and works under his/her supervision. In most sections, the SM delegates to the SEC the administration of the section emergency plan and the authority to appoint District and local ECs. The ARRL Section in this area is the New York City- Long Island section.

In the ARRL New York City-Long Island section, there are three District Emergency Coordinators. The DEC is tasked to coordinate the activities of the local Emergency Coordinators, who are in charge of the ARES membership of the various cities, towns, boroughs, townships or geographical or logistical areas that make up our section. The DEC is the ARES contact to County/Borough Agencies and Government.

Digital Tips’, by Dave, N2UHR

Hello there and welcome to what may become a regular feature of the Compass. I hope to be able to pass on some information here on what has become a common, though somewhat misunderstood, ‘appliance’ in many hamshacks…. Your computer!

Whether used for the digital modes, logging or whatever, this ‘beast’ has become a piece of the fabric of everyday life, and is now more than ever, a part of our pastime.

This month I’d like to touch on a subject that we take pretty much for granted.  Power.  Yes ‘power’.  That 120 volts AC that you expect to come out of your wall outlet is not always what we expect it to be…  It happens most often in the summer, when electrical demand on our local power companies exceeds their calculated capacity, but power anomalies can happen at any time.

Your computers first line of defense is its own switching power supply.  Relying on this alone could lead to some very costly and peculiar problems, not only to hardware (motherboards, hard disk drives etc…), but also data, programs and operating systems (OS’s).  What follows here, is an outline of considerations that can be applied not only to your computer, but also many other devices in the hamshack and other places.  I’ll list them here in order of their level of protection, as well as price.

Surge Suppressors:
Good for * extremely * short duration ‘spikes’ (increases) in your 120v AC outlets to your computer. They have a * limited * life expectancy, depending on how many ‘hits’ and the amount of voltage surge intercepted by the device.

Power Line Conditioner (Voltage Regulator):
This device is the next step up from a ‘Surge Suppressor’. It will stop many power surges, as well as ‘Trim’ and/or ‘Boost’ the line voltage as needed, due to fluctuations within your home or by the Power Company.

UPS (‘Battery Back Up’):
A UPS must provide enough power to the computer, for the saving of data and shutting down of the computer in a timely manner. Most UPS’s have a built-in Surge Suppressor, to mitigate power line ‘spikes’ in addition to Blackouts.

Line-Interactive UPS:
This is the best of all worlds! It provides the voltage regulation of a power line conditioner in addition to battery back up should there be a power outage, and surge suppression! In the past, these devices were approximately double the cost of an ordinary UPS, but advances in technology as well as market driven considerations have reduced their price to be competitive with an ordinary UPS! In point of fact, many computer service companies will only provide a ‘plain-vanilla’ UPS at a client’s adamant instance.

Due to new pricing structures, a ‘plain-vanilla’ UPS just does not provide you with the value of a ‘Line-Interactive UPS’.

I hope that you have found this information useful and if further discussion is desired look for me on W2GSB/R, give me a landline at 631-842-6340 or an email to: n2uhr@arrl.net

Well that’s it for this month, maybe next month we’ll talk a bit about the ‘Care and Feeding’ of our digital friends!

See you on the radio, Dave, N2UHR.
